Menunaikan Amanah Kepemimpinan

alhikmah.ac.id – “Sesungguhnya Allah menyuruh kamu sekalian untuk menyampaikan amanah kepada yang berhak menerimanya, dan (menyuruh kamu) apabila menetapkan hukum diantara manusia supaya kamu menetapkannya dengan adil. Sesungguhnya Allah memberi pengajaran yang sebaik-baiknya kepadamu dan sesungguhnya Allah adalah Maha Mendengar lagi Maha Melihat”. (An-Nisa’ : 58).

Ayat ini meskipun menggunakan redaksi yang umum “kepada kamu sekalian”, namun secara lebih khusus pembicaraan ayat ini ditujukan kepada para pemimpin dan penguasa seperti yang dipahami oleh Muhammad bin Ka’ab dan Zaid bin Aslam yang dinukil oleh Ibnu Katsir.

Pemahaman seperti ini sangat tepat, karena merekalah yang memiliki amanah yang besar untuk ditunaikan sehingga mereka diminta untuk menjaga amanah dan pemerintahan tersebut dengan benar dan adil. Jika amanah dan keadilan disia-siakan, maka umat manusia akan binasa dan negeri ini akan hancur.

Rasulullah saw mengingatkan dalam sebuah haditsnya, “Bila amanah disia-siakan, maka tunggulah kehancurannya. Dikatakan, bagaimana bentuk penyia-nyiaannya?. Beliau bersabda, “Bila persoalan diserahkan kepada orang yang tidak berkompeten, maka tunggulah kehancurannya”. (Bukhari dan Muslim).

Sayid Quthb dalam tafsir fi Dzilalil Qur’an menyimpulkan bahwa amanah yang dimaksud oleh ayat ini harus diawali dengan amanah yang paling besar yang tidak mampu diemban oleh langit, bumi dan gunung sebelumnya.

Allah swt berfirman: “Sesungguhnya kami telah mengemukakan amanat kepada langit, bumi dan gunung-gunung, maka semuanya enggan untuk memikul amanat itu dan mereka khawatir akan mengkhianatinya, dan dipikullah amanat itu oleh manusia. Sesungguhnya manusia itu amat zalim dan amat bodoh.” QS. Al Ahzab: 72.

Karena dengan terlaksananya amanah kepemimpinan dengan baik, maka akan terealisir secara otomatis amanah-amanah yang lain, baik terkait dengan amanah kepada Allah swt maupun amanah yang berhubungan dengan sesama hamba dan dengan diri sendiri.

Perintah amanah inilah yang berlaku universal kepada siapapun tanpa melihat sifat dan keadaan orang tersebut.

Maimun bin Mahran mengatakan, “Tiga hal yang harus ditunaikan, baik kepada orang yang berbakti maupun kepada pelaku maksiat: amanah, janji dan silaturahim”.

Amanah kepemimpinan menjadi prioritas dari ayat di atas dilihat dari keterkaitan antara kalimat dalam ayatnya dengan menggunakan wau athaf. Bahwa Allah swt menyebutkan perintah “untuk menetapkan hukum diantara manusia dengan adil” setelah perintah menunaikan amanah. Padahal memutuskan hukum diantara manusia merupakan diantara tugas dan kewajiban seorang pemimpin.

Ditambah lagi bahwa pada ayat selanjutnya, yaitu pada surah An-Nisa’ : 59, Allah swt menetapkan manhaj dan nilai yang harus dipegang dalam konteks kepemimpinan yaitu taat kepada Allah dan Rasul-Nya serta para pemimpin yang telah ditunjuk atau dipilih dengan benar.

Allah swt menegaskan, “Hai orang-orang yang beriman, taatlah kepada Allah dan taatlah kepada Rasul-Nya, serta Ulil Amri diantara kamu. Kemudian jika kalian berbeda pendapat tentang sesuatu, maka kembalikanlah ia kepada Allah (Al-Qur’an) dan kepada Rasul (As-Sunnah) jika kalian benar-benar orang yang beriman kepada Allah dan hari akhirat”. QS. An Nisa’: 59.

Imam Ar-Razi memahami ayat di atas dengan melihat korelasi yang erat dengan ayat sebelumnya bahwa setelah Allah swt menggambarkan beberapa karakteristik orang-orang kafir dan ancaman azab untuk mereka, Allah swt kembali menyebutkan beberapa kewajiban dan tugas orang-orang beriman. Begitu juga setelah Allah swt menyebutkan pahala yang besar bagi amal sholeh yang dilakukan oleh orang yang beriman, maka Allah swt menyebutkan bahwa amal sholeh yang terbesar adalah menunaikan amanah dan berlaku adil dalam memutuskan perkara diantara manusia tanpa terkecuali.

Inilah bentuk amal sholeh yang terbesar dan harus dilakukan oleh setiap manusia sesuai dengan proporsi dan tingkatan amanah yang diembannya. Bahkan dengan tegas Rasulullah saw menafikan iman dari orang yang tidak bisa menjaga amanah dengan baik, “Tidak ada agama bagi orang yang tidak bisa menunaikan amanah”. HR. Ahmad dan Al Baihaqi.

Perihal pentingnya kepemimpinan dinyatakan tegas oleh Ibnu Taimiyah:

”Penunjukkan seseorang sebagai pemimpin merupakan salah satu tugas agama yang paling besar. Bahkan agama tidak akan tegak, begitu juga dunia tidak akan baik tanpa keberadaan pemimpin. Kemaslahatan umat manusia tidak akan terwujud kecuali dengan menata kehidupan sosial, karena sebagian mereka memerlukan sebagian yang lain. Dalam konteks ini, kehidupan sosial tidak akan berjalan dengan baik dan teratur tanpa keberadaan seorang pemimpin”.

Imam Ghazali menegaskan, “Dunia adalah ladang akhirat. Agama tidak akan sempurna kecuali dengan dunia. Kekuasaan dan agama adalah kembaran. Agama adalah tiang sedangkan penguasa adalah penjaganya. Bangunan tanpa tiang akan roboh dan apa yang tidak dijaga akan hilang. Keteraturan dan kedisiplinan tidak akan terwujud kecuali dengan keberadaan penguasa”.

Dalam sejarah Islam yang layak dijadikan panutan, bahwa persoalan kepemimpinan merupakan persoalan yang pertama mendapat perhatian dari para sahabat Rasul setelah Rasulullah saw wafat, adalah memilih pemimpin pengganti Rasulullah saw. Bahkan mereka mendahulukan menyelesaikan persoalan ini dari pada mengubur jasad Rasulullah saw. Kemudian para sahabat sepakat membai’at Abu Bakar dan menyerahkan kepemimpinan kepadanya.

Memang secara prinsip, Islam menginginkan agar segala sesuatu tertata dan diatur dengan baik. Islam membenci kesemrawutan dan kekacauan dalam segala hal. Sampai dalam sholat, Rasulullah saw menyuruh untuk menyamakan dan meluruskan shaf dan mendahulukan orang yang lebih baik ilmu dan bacaannya untuk menjadi imam. Bahkan dalam perjalanan biasa, Rasulullah saw berpesan untuk mengangkat pemimpin diantara mereka yang melakukan perjalanan bersama.

Imam Ahmad meriwayatkan dari Abdullah bin Umar ra bahwa Rasulullah saw bersabda: “Tidak dibenarkan tiga orang bepergian di tengah padang pasir yang tandus, kecuali jika mereka mengangkat salah seorang diantara mereka sebagai amir (pemimpin)”.

Disinilah urgensi kepemimpinan dalam Islam. Kebaikan sebuah bangsa sangat ditentukan oleh kebaikan roda kepemimpinan yang dijalankan di dalamnya. Islam menaruh perhatian yang besar dalam persoalan kepemimpinan. Karenanya ukuran kebaikan sebuah bangsa turut ditentukan dengan kualitas dan nilai kepemimpinan yang dianutnya. Rasulullah saw menyebutkan seperti yang diriwayatkan oleh sahabat Anas bin Malik ra, “Umat ini masih akan tetap terjaga kebaikannya jika selalu jujur dalam ucapannya, adil dalam keputusan hukumnya dan saling berkasih sayang diantara mereka”.
